And at times individualization has to be sacrificed in the interests of social defense against crime. The question may be raised as to whether the procedure in juvenile cases should be separated entirely from the procedure in other criminal cases. The chief significance of the juvenile court movement is that in breaking away from the old procedure it is preparing the way for a new procedure for adults as well as for children. The juvenile court movement should lead the way to a procedure based ...upon a scientific knowledge of the criminal and of the causes of crime, such as can be gained only through the science of criminology. When that time comes it may be discovered that the procedure for children and for adults need not differ greatly. The efficiency of a juvenile court depends largely upon the judge. In his hands is put a great deal of power, which he is free to use more or less arbitrarily. Consequently, he should be well acquainted with young offenders and their offenses, in order to be able to judge juvenile cases wisely.
