Mr. FORAKER. No; I do not, so far as the matter itself is con- cerned.
Mr. HALE. It is not claimed by anybody, whatever the dis- patch was. That it originally was intended to be a recognition of the so-called government of the insurgents, but it was a proposi- tion that this country would intervene to the end that there should be in Cuba a free and independent government.
