What I am not convinced about at all is the advisability of turn- ing over an entire... public housing operation to a private corpora- tion. That is what I think does not work. The difficulty is in order to do that, the oversight agency must have the capacity to admin- ister the contract.
As a person who has worked under contract to many public agen- cies over my life, I can tell you that I do my very best work when I am overseen closely and worked with closely by the agency that employs me. They know how to set standards and how to hold me accountable and how to ask for more interim reports or call me up short or praise me when it is useful to them.
