Mr. Hunt writing the opinion of the Board. ORIGIN AND NATURE OF CLAIM. The claimant's statement of claim alleges that upon faith of repre- sentations of Capt. J. J. O'Brien, jr., spares engine production sec- tion, Bureau of Aircraft Production of the Army, that the claimant would receive additional business beyond the contracts then being performed by it, it purchased a quantity of porcelain insulators to the extent of 140,000 in excess of the amount necessary for the per- formance of its exis...ting contracts and also purchased at the same time certain machinery necessary for the performance of the antici- pated business. The claimant asks that the United States compen- sate it for the difference between the costs and present value of said insulators. A hearing was had at which an opportunity was afforded the claimant to submit evidence to support its claim. The claimant was informed at the conclusion of the hearing (Dec. 29, 1919) that if it desired to submit further evidence it would be received and consid- ered.
