In this research, performance and importance represent actual and desired for each cri...terion. Combined into an index of success the severity of the problem can be gauged by firm, department, hierarchical level, or criterion. Disaggregated, diagnoses of cause can be made and priorities for improvement assigned. The flexibility to perform resource trade-off analysis at the aggregate level or causal diagnosis at the dis-aggregated level is inherent in this integrated approach to defining and measuring success.
The results of this study are dramatic and clear, but require material shifts in managerial attention and resource allocation.
