But I, for one, would like to indicate to you that I would like to see you make that kind of capital investment on the basis that this is in the national interest of the United States and in our security interests to be able to provide as much industrially as we can and should, even if that involves long-term maintenance of facilities and equipment that we might not necessarily be using every day and that we should take that into account when we do our budget- ing.
