The Board of Pardons is a quasi-judicial board. Under the definition of quasi-judicial boards in section 2-15-124(1), MCA, one board member must be an attorney licensed to practice law in the state of Montana. Board members are appointed by the Governor with the advice and consent of the Senate. At lease one board member is required to have particular knowledge of Indian culture and the problems associated with that culture. The board staffs four full-time equivalent employees.

...vity during fiscal year 1985-86 included granting 274 paroles, 57 discharges from supervision (including 3 work furlough requests), 1 supervised release, and 2 recom- mendations for executive clemency which resulted in 7 pardons and no commutation of a parolee from supervision. The board also returned 76 parole violators to prison during the audit period.
