These loans are designed to assist parolees and probationers until they re-establish themselves. The original amount estab- lishing the account in 1971 was a $1,50...0 Federal grant received through the State Board of Crime Control on an experimental basis. It was set up as a re- volving fund and the original $1,500 was loaned, with the provision that repay- ments be returned to the account for further loans.
A recent Management Memo, 2-73-8, states that Sections 79-301 and 79-306, R.C.M.
1947, "preclude any state agency from maintaining a non- treasury bank account without the approval of the State Treasurer and the Board of Investments. This approval must be in the form of a 'Request to Maintain a Non-Treasury Bank Ac- count' ." THE BOARD OF PARDONS DISCUSSED THIS RECCMMENDATION WITH THE DEPARTMENT AND WE WERE AGREEABLE.
