Federal regulations require the cash advances made to subrecipients conform substantially to the same standards of timing and amount as apply to advances to OPI. We noted that the cash balances in the ESEA Title 1 subgrant for the period of November 1983 through June 30, 1984 were in excess of the amounts needed to meet immediate cash requirements by as much as $3,000 to $8,000.
