The business energy tax credits may provide economic incentives sufficient to cause taxpayers to undertake projects that develop energy from nonconventional sources where they would not otherwise do so. Since 1986, the business energy tax credits have been extended on a short-term basis. This may have acted as a relative deterrent to investment in qualifying property since qualifying projects may have long lead-times before they are completed.
