32 COMPLIMENTARY DINNER TO Senator Hoar: Among the most brilliant periods of the civic history of Boston, and among the most brilliant periods of the civic history of Massachusetts, must be counted the administration of the mayor and of the gov- ernor, Alexander H. Rice. But he has a more brilliant title still to be remembered in gatherings like this. Gov- ernor Rice, during a large part of the civil war, was the chairman of the Committee of Naval Affairs of the United States House of Representatives; and his rare business ability, his vigor and eloquence in debate, very largely contributed to the accomplishment of the legislation which resulted in bringing our navy to a height of excellence, in the closing years of the war, to which the navy of no other nation on earth ever before attained.
