YODE HONODB, I am instructed by His Honour the State President to ask you, in consequence of Article 4 of Law No. 1, 1897, whether you consider it in accordance with your oath and duty to administer justice according to the existing and future laws and Volksraad resolutions, and not to arrogate to yourself the so-called testi...ng right. His Honour expects your answer on or before Wednesday, the 17th March next. I have the honour to be Your obedient servant, De. W. J. Leyds. No. 14. High Court, March 5, 1897. The members of the High Court of the South African Eepublic have received notice from three of their number, viz. the Chief Justice, J. G. Kotze, H. A. Ameshoff, and E. J. P. Jorissen, that letters have been addressed to them in which a certain question is put to them by the State Secretary on behalf of the State President.
