11. Citizenship: This subject should not be construed to mean civics as generally comprehended and as usiially taught. The purpose of the course should be to develop intelligent, aggressive citizens of the com- munity, the State, and the Nation. It should develop within the pupils power for personal control in social relationship.
It should provide for a study of the institutions (legal, political, economic, educational, religious, fraternal, etc.) to which the pupils will have to adjust themse...lves, and should emphasize their social rela- tionships to these institutions and to the members thereof.
The course should result in the production of personalities capable and willing to co-operate as members of such organizations, and should also create within the pupils an attitude of toleration toward all desirable social institutions and toward the beliefs and customs of the individual members of these.
Special emphasis should be placed on the attitude of the individual toward local, state, and national laws, and toward community customs.
