" Work," says Petty, 2 " is the father and active principle of wealth, as lands are the mother " ; and Locke finds the moral justification of private property in its derivation from work, the importance of which he tries to uphold against land.* The more " work " is re- garded as the " natural " peculiarity of man, and property resulting from work as his natural inherit- ance, the more sloth appears to be the sole and necessary explanation of able-bodied poverty.
