The Council consists of thirteen members, and the House of Representatives of twenty-six ; the for- mer being elected for two years, and the latter annually. The qualification of voters, as prescribed in the Organic Law for the first election, embraces all free white male inhabitants above the age of twenty-one years who were residents of the Territory at the time of the passage of the act, but the Legislature subsequently fixed the time of residence at one year.
