What is needed is the assurance that everything on the books be- longs where it has been placed, and that everything ascertain- able has been recorded. And further, that the values shown are accurate.
It is not reasonable to expect that all expert accountants can do this. An expert in commercial lines is not always qualified to examine and pass upon the accounts of an electric railway.
