The laws of the United States are extended over the citizens of the United States in China, and where they are deficient, the common law ; and if neither the common law nor statutes of the United States furnish suitable remedies, the commissioner shall, by decrees and regulations which shall have the force of Jaw, supply the deficiencies, such regulations and decrees to be transmitted to the President, to be laid before Congress.
