The opposition was bent on breaking up the bureaucracy controlled by the King, and substituting an aristocratic oligarchy in its stead, but when a Council of reform was appointed, it had to allow the majority to consist of moderate men like Scrope, Wykeham, and the King's youngest uncle Edmund, Earl of Cambridge, lately pro- moted to the Dukedom of York.
