Still, this is not an authority which commands obedience : it silently appeals for respect and love. It is compatible with error.
There is (3) yet another authority which does command obedience, which has the power of enforc- ing itself The Church, acting through its defined powers, has authority. The Bishop may suspend for defined offences in virtue of his " authority, " Once more, these kinds of authority are so differ- ent that they can only be taken together by confusion of thought.
