The first step is taken several months before the election in November. In April or in May, the party holds its (1) Primary, or first election.^ At this election the Demo- cratic voters in the different townships, villages, and cities of a county choose delegates to represent them in a county Democratic convention.^ These delegates may go instructed to act in the interest of a certain man as the party candi- date for President, or they may go free to act as their judgment directs.
