The works which in later years he published — his defence of the American Constitutions, a treatise admired and feared in Eu- rope for the originality and irrefutable truth of its 13 arguments — his Thoughts on Government, — his tri- umphant argument against British Impressments — indeed, all the political writings which patriotism or official duty have called from him, are replete with evidence that deep and un relaxing reflection upon the principles of Government and of human nature must have mingled with the earliest habits of his mind, shaping the very germs of youthful thought.
