Its sunken location contributes to the uninviting character of the space, which has a great deal of paving and little vegetation. The chain link fence is also unnecessarily high, and lowering it would alleviate the feeling of being restricted and sunken. With removal of some paving, the park edges could support additional planting v^ch would greatly enliven the space.
