I have ventured to recommend a more general ad valorem taxation on property, than has heretofore been usual. Such a policy should be adopted as will give assu- rance to men of all trades and pursuits, and all investments of capital, that they will be impartially treated under our laws, I think it best, however, not to recommend a change too vio- lent in the old mode of taxation. Though preferring a gen- eral ad valorem system, I have placed suljiects, which in this State, have always been regarded as of a sumptuary nature, in a list by themselves, to be charged with a heavier rate, though still according to value.
