I have ventured to recommend a more general ad valorem taxation on property, than has heretofore been usual. That men should contribute to the support of the State in proportion to the property they possess, seems to me in accordance Avith fairness and equity. And justice to all citizens requires that no honorable occupation should bear greater burden...s than others. Such a policy should be adopted as will give assu- rance to men of all trades and pursuits, and all investments of capital, that they will be impartially treated under our laws, I think it best, however, not to recommend a change too vio- lent in the old mode of taxation. Though preferring a gen- eral ad valorem system, I have placed suljiects, which in this State, have always been regarded as of a sumptuary nature, in a list by themselves, to be charged with a heavier rate, though still according to value.
