I feel it my duty io apprise our executive of this circumstance, to explain the cause of the delay in commencing operations on the part of Mr. Williams and myself, yvbo we;e only waiting for the Virginia commis- aioners, . * If any satisfactory explanations between the two states could be made before th^ month of October, a healthier or more agreeabke season wilt yet affori^ time before the meeting' of the legislati^re for the discbarge of our duty.
