Gentlemen of the Council, By the unhappy Death of the late President you are very Sensible the Administration of the Government Devolves upon me, and it is for that reason I have called a Council to Qualify my self by taking the Oaths to the Government and the Oath of Office to enable myself to Discharge that important Trust, and I hope my very ill State of Health will Sufficiently plead my Excuse, for giving you the trouble of meeting here; the long Course of the Wise and Prudent Govern- ment of S"" WilHam Gooch the happy Influence of which we enjoy'd for above Twenty Years, and the Administration of the late Worthy President of the Council, a Gentleman very liberally endued by Nature, and those Endowments highly improv'd by a long and Assiduous Ap- plication and Business, which render'd him Highly Serviceable to his Country, and very justly gained him the Publick Applause, the Shin- ing figure these Gentlemen made in the Government will I am afTraid set me in a very Disadvantageous Light who am now to Succeed them, but when I reflect upon my own Disabillity, it will teach me to have recourse to the Inexhaustible Fountain of Wisdom, and to implore the Assistance of that Glorious being who Delights in Manifesting his Strength in Weakness : And as it has pleas'd God to Distinguish me with the Honour of Representing a King so Eminently Conspicuous for his Princely Virtues and Paternal Affection to his Subjects, I shall be in hopes he will enlighten me with a Portion of his Divine Wisdom, and that join'd with the plentiful Stock wherewith he has Blessed you, upon whose Counsels and Advice I shall always rely, that I shall be able to Render a Satisfactory Account of my Administration to his Majesty by Supporting the just prorogative of the Crown, and Manifesting a Proper regard to the liberties of his Subjects.
