I do not care to discuss that for the record, but I think that the whole ...question of salaries must be adjusted in some way. I am not in position to say that the bonus is anything more than a makeshift, but sooner or later we will have to go into the market and pay market prices for our experts. It is not good economy to have poor men. Mr. Ashbrook. But this bonus would not apply to the high-priced men. Dr. Stratton. No; but that bonus has been a very great thing dur- ing the past year. The bonus has helped certain classes of employees very much indeed, and I think employees throughout the Govern- ment service have been led to believe that that would be handled in some other way through the work of the Classification Commission.
