Some of the States yield a net revenue to the Government from the postal service. Others fall far short of paying the cost of the service. How would the peo- ple of the non-paying States like to be deprived of the service on that account ? And yet what is a continuance of these conditions but the taxing of those who do pay for the benefit of those who do not? And so I might go the rounds of a hundred illustrations quite as pertinent as these.
