Apparently, the Corps don't do fish — I guess it's not in their recreation operating plan, unless of course it's been court-ordered as it was at Lake Koocanusa, where the Corps spent millions of dollars building a fish hatch- ery and investing in recreational infrastructure. There is a rem problem with the "cost-share" management strategy — and it's be- cause it only applies to recreation. The Corps had no problem spenmng 15 million dollars replacing the dam's pen-stocks (no cost-share dollars).
