Cliaiignior, however, coucurn-d in tlie opinion of Captain Blow, and said, that whatever might be the practice in the British navy, a Dutch naval officer could not act in a colonial harbour upon any general com- mission from home, without express instructions from the local government. In consequence of this opinion, we had no alternative but the very unpleasant one of remaining quiet spectators of the arrival of this vessel, and the free disposal of her cargo, in evasion of the treaty in the ex- ecution of which we have the honour to be employed, and in violation of one of the express conditions upon which the colony was restored.
