It is apparent, however, that these rules can only be adhered to in countries, where the science of forestry has already attained a high degree of perfection, and where a number of well-educated foresters can always be found, to carry out the plans of regulation and ad- ministration. " As will be shown in Chapter III., the present advanced state of forestry in Germany has only been attained gradually during a long period of practical experience and study; and although the people here may have the benefit of the experience gained by others else- where, it will be at first attended with great difficulties THE SCIENTIFIC TREATMENT OF FORESTS.
