The navigation of the Straits in time of peace — that is to say. in normal times — being free to merchantmen, is closed only to naval vessels of all Powers save Turkey, under the treaties of 1841 and 1856. This latter stipula- tion, depriving our Navy of the right of free egress from the Black Sea into the Mediterranean and free ingress from the Mediterranean into the Black Sea, would seem, indeed, to constitute a serious disadvantage if we were in a posi- tion to consider our Black Sea ports a...s a naval base for a considerable fleet destined to operate beyond the limits of that Sea. Such an ambition, however, it would be folly for us to entertain, for the simple reason that in case of a war with a maritime Power the Dardanelles, whether in our posses- sion or not, could always be blockaded and closed to us by a superior naval force of the enemy. All that we really needed in the Black Sea was a fleet sufiiciently strong to 102 FORTY YEARS OF DIPLOMACY cope with any naval force Turkey could possibly be able to put to sea against us.
