There may be a perfectly good reason for the process ; but we ask the reason ; the presumption lies the other way. And when the answer can be given that the thing annexed is neither a free city nor a small nation, but merely some casual and meaningless division of a nation, we must allow that the answer is a good one. North Sleswick lost something by annexation to Prussia ; the free city of Frankfurt lost something by annexation to Prussia ; but it is hard to see what the other annexed states lost.
