In order to secure the preponderance of French influence in Morocco, Monsieur Delcasse, by the Anglo-French treaty of April 8th, 1904, agreed to recognize England's possession of Egypt as an ac- complished fact, England in return waiving all her rights in Morocco in favor of France. This settle- ment was further strengthened by a secret accord on October 6th, 1904, between France and Spain as to their relative rights in the development and admin- FRANCE IN NORTH AFRICA.
