A circumstance tend- ing to prolong the negotiations was the difficulty that arose be- tween Lee and the Foreign Office over the Xlth and Xllth articles of the Treaty of Commerce. It was eventually agreed that Con- gress should pass upon these articles separately; and Congress exercised its option by rejecting them. See J. T.
