The participation of foreigners in the national burthens, cannot therefore be relied upon, for the present cal- culation ; nor can the principle of taxing fo- reign nations, through the medium of their demand upon the national industry, be sup- ported upon any principle, unless indeed by way of exception, under extraordinary circum- stances.
