Shall render the de- fendant and every officer, agent, servant and employe of the defendant who is in any manner instrumental in such violation, guilty of contempt, and upon conviction there- of shall be fined in a sum not exceeding one thousand ($1, 000) dollars for each offense, or may imprison the person guilty of contempt until he shall sufficiently purge himself therefrom, and such decree shall continue and re- main in effect and be in force until the rule, order, regu- lation, rate or classification shall be modified or vacated by the Commission, but the defendant railroad or express company may thereafter petition the Commission for and obtain a modification of the decree by reason of any change of circumstances occurring, after the decree such as to render the rule, order, regulation, rate or classifi- cation involved unreasonable or unjust.
