In many foreign towns, too, there were societies of German merchants at Venice, Novgorod, Wisby, London, and other centres of German commerce. The masters soon began to organize themselves into craft -gilds, with strict regulations about hours of labour, quality oi goods, and rates and prices ; while the municipal government had the right of revising these rules in the interests of workmen or consumers. But it must not be supposed that the population of a German town in the Middle Ages consisted entirely of merchants and craftsmen.
