Up to 1907 the increases in the army had met with so stubborn a resistance in Parliament that, in order to secure a majority for each fresh army bill, the Imperial Government had to make prolonged strategical efforts, like a general who tries to capture a fortress with ill-disciplined troops under his command. But the opposition to the army bill of 1913 was of a negligible character ; it consisted only of the nationahst malcontents and the Sociahsts, the former being anti- German, the latter an...ti-mih- tarist. The Reichstag includes not less than ten parties and groups, each having a special designation. The most sharply defined pohtical conceptions are to be found among the Conservatives, to whom we must add — while regarding it as distinct, in view of its rehgious character — the Catholic Centre ; the Liberals ; and the Sociahsts.
