(Laws of 1908, chapter 53.) The board of freeholders for the county then pass a reso- lution ordering the improvement, prepare plans and specifica- tions and then submit the same to the state commissioner for his approval or rejection. The county board then advertises for bids for doing the work, subject to the approval or re- jection of the state commissioner.
Appropriation. The total annual appropriation, used for de- fraying the one-third paid by the state, is three hundred thousand dollars....

The state aid policy was adopted in 1892 and since that time and including 1909, the sum of three million three hundred and one thousand five hundred and ninety-five .dollars and ten cents have been paid out of the state treasury for this pur- pose. Over fifteen hundred miles of improved roads have ■been constructed.
