The State further " interferes " in the provision of a cur- rency. ^ Coinage is now regarded as a normal function of governments ; and it first began to be so regarded because the action of a central government was the only means for standardizing the symbols of wealth and only a government could punish debasement or tampering with the coinage. Even in early days, however, govern- ments sometimes did what they forbade any one else to do and debased the coinage themselves.
