With respect to the issue of use, we also endorse the broad range of uses which will be allowed by the proposed zoning for the vacant land of Parcel 1. On this matter, we would note that the associated Government Center Plan references at one point development guidelines prepared some years ago by an advisory committee convened by the State Division of Capital Planning.
