There is no record of its use, at least in modern times, annual elections leav- ing little room for tlie recall. It has been al- leged by some writers that it existed in the Ar- ticles of Confederation under which our na- tional affairs were directed from 1778 to 1789. Those articles provided that the repre- sentatives of each State might be recalled by the legislature which had elected them. This, however, differs very markedly from the recall as we now understand it. The delegates of the Cong...ress of the Confederation were little more than representatives of the States as units; more on the order of diplomatic agents of inde- pendent governments than members of the representative body of an organic union. They were subject to recall, as all such agents are, by the power that appointed them. The fact that their functions were revocable grew out of the nature of the assemblage, not out of the desire to make them amenable to the people. The first appearance of the recall in American government was in the Los Angeles charter amendments of 1903.
