Everything must have a beginning; it was not to be expected that systems would spring up fully organized and properly correlated. The matter, however, becomes singularly complicated when the sovereign power, not being ...quite sure of its position, is continually halting between two opinions; in the same breath assuming despotic powers and assuring its new dependants that they are to govern themselves. To be brief, rigid dem- ocratic government in Greater America has proved not only theoretically but practically incapable of dealing with a colonial empire. Where the govern- ment has been most successful it has been least democratic. This constant warfare between the- ory and practice is, however, demoralizing.
