Three steps, he thinks, are needed to achieve this: (1) granting cities a fair share of state-controlled highway revenues; (2) a ''scientific pricing of transportation services" to naxinize revenues for a continuous upgrading of facilities; and (3) pooling of transportation revenues to support high standards of service in the entire transportation systen.
