He writes ; "Perhaps the most notfihle development in the cotton mills has been what is known as 'Welfare Work." This phrase is probably of recent coinage, and it may not be altogether understood, parruularly as there is such a general and unfortunate mis- understanding as to what cction mills are really doing both in an industrial and in a beneficial way. The farmers and small land owners have a very keen appreciation of how the cotton mills have helped them by creating markets and increasing ...demands for their cotton, and truck, eggs and poultry : but the people generally, not only those outside of South Carolina, but our own people, because of their lack of information and because they do not themselves go into the subject, do not appreciate in the smallest degree the great good that the cotton mills have done in this State as civilizing influences, and are planning to do. "It seems to have been taken a^: a matter of course that the cotton mills should have spent hundred and hundreds of thousands of dollars to educate the children in their mill communities, and it seems now to be taken as a matter of cotirse that they should be spending money with a laviSh hand for the building of libraries, lyceums, bowling alleys, churches, and even swimming pools.
