In these tight money times, it appears that spouse abuse is receiving less atten- tion and that struggling shelter programs are hardly surviving. Consequently, serv- ices, both in and out of the shelters, are less adequate.
Basiclaly, the federal government can as
...sist in two major ways: (1) provide finan- cial assistance for shelter, food and for counseling programs; (2) pass family-focused, not just victim-focused, legislation to protect victims, abusers, and other family members.
Family-focused legislation on spouse abuse should address (1) prevention, (2) early intervention such as counseling and in-home services, (3) treatement for all family members, (4) shelter care, and (5) follow-up after residential services. Recipients of program funding should be required to directly provide and/or integrate a gamut of total family services, which recognize and address the multi-faceted nature of vio- lence in families.
