Section 845 of the National Defense Authorization Act for Fiscal Year 1994 (Pub- lic Law 103-160; 10 U. S. C. 2371 note) is amended— (1) in subsection (a) by inserting aft^r "Agency" ", the Secretary of a military department or other official designated by the Secretary of Defense"; (2) in subsection (c) — (A) by striking "of the Director"; and (B) by striking "3 years after the date of enactment of this Act" and in- serting in lieu thereof "on September 30, 1999. ".
