That Industry, Energy, Skill and Probity will eventually lead to Compe- tence and Respect, may be affirmed without dispute, but to what purpose ? The vital question remains : How shall the landless and virtually homeless evince these valuable capaci- ties and thereby secure immediate Employment and ultimate Competence ?
