Two days afterwards Mr. Wakley, speaking strongly in favour of the bill, tried to induce the House to alter the arrangement that had been previously made, and to proceed with the appointment of a select committee to which the bill might be referred, so as to admit of its being passed that session. This, however, was not complied with. The subject was brought forward again on two or three subsequent oc- casions. Mr. Bell was allowed to introduce some amend- ments with which the bill was printed,... and it was then left to stand over till the following session. While these proceedings were taking place in the House, 558 petitions, with 15, 264 signatures, were presented in fa- vour of the bill, and two petitions were presented against it, one from the Royal College of Surgeons of Edinburgh, and one from the Faculty of Physicians and Surgeons for Glasgow. The amendments that had been introduced were for the purpose of ensuring the appointment of a Board of Examiners for Scotland, to meet in Edinburgh ; of enabling members of the Pharmaceutical Society living in the country to vote by proxy or by post ; of exempting assistants and apprentices already in the trade from the necessity of passing the exami- nation ; and of making registration permissive instead of compulsory with regard to those in business before the pass- ing of the bill.
