A bill for the admission of Nebraska became a law in Feb- ruary, having been passed over the President's veto. It stipulated that Nebraska should never deny the right of voting to any person on account of his race or color. Con- gress, by appropriate legislation, authorized federal courts to issue writs of habeas corpus when any person was deprived of liberty.
